Screen sizes

• On tablets: 768 to 1023 px: always the collapsed 56 px rail, no toggle (from 1024 px it expands to 208 px with labels, remembered per browser and set on <html data-sidebar> before the first paint).
• On phones: Below 768 px no sidebar: candidate-portal's bottom bar of labelled tabs, unchanged, and an optional top bar.
